User does not exist in Tenant

Description of Issue

When we go to add a user to Tyler Deploy, we receive an error stating User does not exist in Tenant, how do we resolve this?

Context

Cause

Tyler Deploy cannot find an associated contact record associated with the CRM client account

User account in Tyler system is misconfigured
