Adding custom email template and available documentation states: Verify utility MailMerge1.exe exists in %MU_ROOT%\utils and apply read and execute permissions for ‘Everyone’ group.

This program was redesigned and is now MailMergeUtility.exe and is contained as part of *\utils\Tyler_IO_MailMerge.

This was a rewrite completed in MUN-218797.
