Scheduling workflow forwarding through User Attributes is not properly forwarding pending actions

Description of Issue

When forwarding workflow on the scheduler, pending actions are not properly moving to the user chosen.

Approvals Schedule Forwarding Feature in Approvals and HUB settings does not function.

Forwarding dates set can later display as blank after forwarding was confirmed to be set by Munis.
