Create Proposal button in VSS is missing when logged in as a Vendor

- Development is researching this under MUN-386239
- Appears to occur when a verified vendor is listed as not verified in SQL
Resolution
Contact Enterprise ERP Assets and Civic Support to be linked to the research ticket
Workaround: Contact Enterprise ERP Assets and Civic Support to correct the vendor verification info in SQL
