Receiving an error when attempting to Post the Budget Completion Journal for projection configured to use monthly budgeting

Monthly budgeting with reserves is enabled. Site posted to master for reports than changed the reserves. 

1. Call Financial General Ledger Support to log a call and they will tie to know development Work ticket MUN-450189 to address the issue with monthly budgeting and reserves

2. Once site is notified code fix available load it in secondary database and test to ensure it is in fact corrected, if not log a new case with examples and reference old case
