TX Teacher Service Record - how do I credit partial year for teacher quitting early?

Teachers who terminate employment and do not finish the academic year normally earn a partial or pro-rated year of service credit.  How do I credit this partial year on the Service Record?

Misunderstanding of reporting agency requirements.

Credited years comes from the Employee Years of Service program and should reflect the number of years completed as of the START of the school year.  

Instructions from TEA Service Record form - 

"7. Enter the number of year(s) of actual experience as of September 1, of the school year indicated in column 1. (Do not include the additional year(s) for career ladder, career and technology education work experience, or qualified teacher aide experience. This experience must be recorded as a footnote on the service record)."
