Description of Issue
Error received attempting to post outstanding pick tickets from prior years: Order XXX does not have a fiscal year for this year or next year and will not be issued.

Cause
By design, prior year pick tickets cannot be issued
Resolution
Update pick ticket's fiscal year to either the current or next fiscal year
