Reverse Pending Town Adjustment stops on Reversed Town Adjustments

When running the New York Reverse Pending Town Adjustment program, the process is only reversing some of the Town Adjustments.

The Reverse Town Adjustment program stops processing once it reaches a bill that contains a Town Adjustment that was manually reversed through Bill Detail Adjustments.
