Description of Issue
When clicking the Reset button in the Town Reset program, a message says it cannot be run:
Reset cannot be run. All towns have not been processed completely.

This has been resolved in 2021.10 and above. Install the latest Tyler Deploy release for your current Enterprise ERP version.
