Capital Assets Pending Transactions button generates error

Description of Issue

Clicking the Pending Transactions button from the New Assets and Adjustments and Retirements programs generates an error that prevents the transaction from opening:  Capital Asset XXXXX has a pending XXXXXXXX transaction.
