The Default charge for totally exempt field was added to allow sites to specify which Charge code should be added to the bill for any Parcels that are either Totally Exempt or have no Assessment Amount. Prior to the addition of this required field, the system has always assigned the State Charge code to the created Bill for a $0 amount. This became an issue for Towns or Cities who normally would not bill for State taxes, and relied on their County office to bill for their State and County taxes. The system requires that there be at least one charge code on the bill, so this allows municipalities to select their City charge instead.
The rule of thumb is to always enter your State Charge code as the Default Charge for Totally Exempt. If not billing for State, enter your Municipality, City, or Town Charge code. A bill will be created with a single charge code for $0 if the Parcel is either Totally Exempt or has a $0 Total Assessment amount.
