tmpTIRAReferences error during Transfer Permit in Application Entry

Getting an error while transferring permit fees that reads:

Cannot insert duplicate key row in object 'dbo.#tmpTIRAReferences' with unique index 'IX_tmpReferences1'. The duplicate key value is (XXXXXX, <NULL>, Is Escrow).

Development has created MUN-455204 to correct this error as a bug. Please install the ticket as it becomes available.
