Description of Issue
When fully rolling a contract, the Journal created is incorrect. It's increasing the Encumbrance in both years.

Cause
This is a Munis defect
Resolution
- Please download MUN-382447 from the MIU when Available
- An Encumbrance journal will be needed to the account to correct the wrong COM Roll Journal
