Vendor shows unreleased - cannot release it

Description of Issue

Vendor shows unreleased and no one is able to release the change

Context

Vendor Workflow

Cause

Change was never released and new changes were created after that were released

Resolution

Delete old changeset and recreate it if necessary

Additional Information

The newer change sets that were released and written are overwriting the old change that never was released. Vendor Change set workflow only looks at the most recent record, which in this case is already released.

If this was working correctly, and the most recent change IS new, only the user who created the change is allowed to release it
