Permit Application Invoice not found

Description of Issue

After invoicing a Permit, if the GB proof Invoice is deleted, it leaves the Permit unmanageable, with the message Invoice not found in Application Entry.

Unable to reinvoice, delete the Permit to start again, or delete the Application to start over, if the GB Invoice is deleted.
