CO FPPA - No records Generated

The CO FPPA Generate isn't finding any data.  No records are Generating.

Payroll Exceptions were changed for the D&D deductions.  With the updates, all Pay codes were either excluded under the regular retirement deductions, or under the D&D deduction, leaving nothing to report.

Base Salary is the same across all CO FPPA Plans.  Payroll Exceptions should not be different from one FPPA Plan Deduction to the next. 

Make Payroll Exceptions match for all deductions.
