Cannot update next bid number in Bid Settings

Unable to save a change to the next bid number in Bid Settings

Purchasing Settings has a missing required field on a different tab

Install MUN-359913 once it's been released

Workaround:  Use the Purchasing Settings program to make the change on the Bid Settings tab.  If a required field on a different tab is missing, the program will let you know which fields need to be populated before the changes can be saved.
