VA RE CAMA Import creating duplicate owners

When running the VA RE CAMA import program, it’s common for some owners to be duplicated, resulting in multiple Customer IDs being created for the same person or entity

Each subsequent run of the import may fail to match existing records, causing new Customers to be created without corresponding parcels, each assigned its own Customer ID, complicating data management
