CSS Citizen Self Service General Billing Linking accounts

Customers are not able to link their General Billing accounts while in Citizen Self Service (CSS).

The checkbox in Self Service Admin Allow linking to Linked Customer Accounts is not checked off. 

1. Navigate to the Administration side of Citizen Self Service. 
2. Select Citizen Administration on the left hand side. 
3. You can either select General Billing at the bottom or General Billing Administration over to the right hand side. 

Halfway down on the page is a field labeled Access Control. A sub-field labeled Access to General Billing with two options next to it exist: Type of Login, and Allow linking to Linked Customer Accounts checkbox. Select that checkbox to allow Customers the ability to link to their General Billing accounts.
