Are Customer's linked accounts from CSS migrated to Resident Access?

Linked accounts from CSS will appear for citizens in Resident Access as available to link. Citizens will be given a prompt on each account asking the citizen if they own the account and would like to link it. 

The account association between the old CSS accounts and Resident Access is by citizen email address, so this must match for the old linked accounts to appear in Resident Access.
