Error Payroll Control file not available

When use is trying to access Earnings and Deduction proof getting below error

Error:

Payroll Control file not available 

Database transaction logging has prevented access to payroll control file because either the payroll final proof or employee update is currently in progress. 

• Enterprise ERP

• Payroll

• Payroll Processing

• Payroll Start and Status

There was no active warrant selected

1. Go to Payroll Start and  Status(Payroll > Payroll Processing > Payroll Start and Status)

2. Click Search

3. enter the warrant number 

4. Click Accept 

5. Click Change
