Multiyear life original budget header and detail mismatch

Cause
When a budget transfer and amendment (BUA) is posted before the first budget completion journal (BUC) on a Multiyear Fund, the Budget amendment takes precedence so that the budget completion journal amount will not be visible in the header of the Life column.
Resolution
The first budget item posted to a multiyear account takes precedence whether it is a Budget Completion Journal (BUC) or Budget Transfers and Amendment (BUA) and the roll forward should occur from that original budget item.
