Can't enable partial payments in Citizen Self Service
Do not have access to enable partial Payments

Cause
In this scenario a CSS admin user might be looking to enable partial payments within Citizen Administration but seem to not have access to the section where the setting is located.
Resolution
Verify desired module is enabled for user
- From within CSS Administration the user should navigate to User Administration and then locate the user in question
- Click Edit
- Click Citizen and verify that the desired module is enabled for the user, e.g. General Billing
- Enable module and click Update
Verify Allow partial payments is enabled for desired module
- From the menu on the far left, click Citizen Administration > Payments > Bill Categories
- Next to the desired module, click Edit
- Verify that Allow partial payments is checked
- Click Update
A user with elevated permissions may need to make these changes if the above is attempted and are unable to reach these settings.
