Multiyear fund prior year amounts show incorrectly for 2012

Multiyear funds have been through changes within MUNIS throughout the years.

For the most recent functionality:

• Multiyear Life Funds - Roll forward the prior year available if there is budget posted. 
• Budget settings allow the site to determine if they want the Expense and Revenue accounts in a Multiyear Life fund to roll forward if there is no established budget. (Established budget is a Budget completion journal or Budget amendment)
• A Budget completion journal is made for these carry forward amounts. 

Prior functionality:

• Multiyear Life funds - would automatically roll forward the prior year available for both Expense and Revenue accounts.
• There was no option in Budget Settings for a client to pick if they wanted the prior year available to roll forward if there was no established budget.
• A Budget completion journal was not created for this roll forward amount.
