Description of Issue

TSDS Generate is creating Staff Assignments records, but monthly minutes is missing.

Cause

Employee Assignments record missing, or incomplete. 

Resolution

Monthly minutes will only Generate from the Employee Assignments program, so when monthly minutes are required, an Employee Assignments record is also required.
