Description of Issue

Citizens are being required to log into Citizen Self Service even though the setting for No Login Required is selected

Context

Cause

When citizens attempt to access a module in CSS/MSS with logins not required the site uses the Guest user in addition to the No Log In Required setting to determine who should get access without signing in. If the Guest user is not configured as a citizen for the requested module then it will request that the citizen sign in.

Resolution

From the Self Service homepage

  1. Log in as an administrator 
  2. Navigate to  Home > Administration > User Administration.
  3. Click the check box for Filter results based on User Name, User ID, and Employee ID and enter Guest into the search field and hit enter
  4. Click Edit on the GUEST user.
  5. On the Site Settings tab place check mark in Is Citizen 
  6. Click Update
  7. Click Citizen
  8.  Confirm that the appropriate modules that citizens should have access to are checked and place check marks in any that need to be updated
  9. Click Update 
  10. Log out of Self Service and return to Self Service homepage to confirm
