Resolution
  1. Navigate to the program Workflow Business Rules
    • Menu → System Administration → Workflow Administration → Workflow Business Rules
  2. Click Search and locate the issue business rule
  3. Click Delete icon on the specific record
    1. You will want to consider reviewing all related workflow items that are currently in-progress and use the Release button to restart the workflow
