Citizen is trying to access UB in CSS, and are met with the message "message Access Denied - You do not have permission to view this page"

1. Log into CSS as an Administrator.
2. Click User Administration.
3. Click the Filter results based on username, search by User ID or Email address in the Username field.
4. Click Edit on the user.
5. Click the Citizen hyperlink.
6. Under Citizen Access, click the Utility Billing checkbox for the module that the customer needs access to.
7. Click Update.
