There could be a few reasons for this:

  1. When a budget transfer and amendment (BUA) is posted before the first budget completion journal (BUC) on a Multiyear Fund, the Budget amendment takes precedence so that the budget completion journal amount will not be visible in the header of the Life column.
  2. Multiyear funds that budget for the Life of the account can only have one original appropriation of the account. 
  3. BUC Budget completion journals that are automatically created by MUNIS and have a comment similar to 'to  BUDGET ROLL FORWARD XXXX ' or possibly ' or possibly  BUDGET ROLL ADJUSTMENT '

For the items above:

  1. The first budget item posted to a multiyear account takes precedence whether it is a Budget Completion Journal (BUC) or Budget Transfers and Amendment (BUA) and the roll forward should occur from that original budget item
  2. This should be the amount displaying in the header of the Life column, all other Budget Completion Journal (BUC)  journals typically would not be included in the Life original budget header amount
  3. Budget completion journals with these comments 'comments  BUDGET ROLL FORWARD XXXX ' or possibly ' or possibly  BUDGET ROLL ADJUSTMENT ' should  should not display in the original budget header of the Life column
