Tyler Self Hosting: 

  1. Login to the MSS/VSS Hosting page as the Admin User
  2. Click Client Configuration 
  3. Click the Edit option on the Vendor line 
  4. In the Vendor Module Access page, enable the Bids checkbox Allow Bids checkbox to allow vendors access to Bids
