Correct batch headers
Description of Issue

Accounts receivable receipts, motor vehicle, real estate, personal property batches will not post. Error log shows 1. Charge code record could not be found. 2. An unexpected error has occurred while processing a receipt record.

Cause

Accounts receivable headers seem to be flagging charge codes as unusable.
