Description of Issue
When defining Budget Completion Journal for projection number error display in red at bottom of screen
Projection must be active

Cause
- Only Budget Projections that have a status of Active in Define Start Budget Projection can be output posted which then changes status to Posted
- Starting in version 2019.1 and in all versions higher budget projections now have a status
