Description of Issue

When trying to delete a record in Position Control the error message Invalid/ Blank Effective Date value provided: 12/31/1899 appears

Cause

The error is occurring due to a position's start date or effective date being 12/31/1899. When records are imported into Position Control, if a date of 1/1/1900 is used the system back dates it by a day
