Calculating TX TRS On-Behalf



Description of Issue
  • I need help calculating the TRS On-Behalf 1.25 amount.

  • I am not really sure where/how the on behalf number is calculated.

  • I am trying to support an on-behalf number calculated by our auditors.

  • We don't use the On-Behalf GL Post in the TX TRS Report.  Can see the 7.75% processing through payroll, but can't find the 1.25%.

Cause




Resolution

The calculation details for the On-Behalf GL Post option are detailed in the On-Behalf Reporting document.

  • The On-Behalf amounts isn't an additional amount of money owed to TRS, or reported to TRS.

  • On-Behalf reporting is done to recognize revenue and expenditure amounts in the GL, to satisfy GASB 24 requirements.

  • It is not possible to compute this figure during a payroll process because most of the matching amounts involved in the calculation do not exist in the payroll, and are not calculated until you process the monthly TX TRS RP Reporting. 

  • Use the On-Behalf GL Post option from the TX TRS Report program to calculate and process On-Behalf.  The calculation is detailed on the GL Post screen as well.
