Upgrading to Resident Access

For clients who own Citizen Self Service, is the upgrade Resident Access done by default?

Resident Access is a hosted-only solution offered by Tyler.  Existing SaaS clients will get legacied into the access portals on future releases (as CSS/VSS/ESS will be deprecated at that point)
For on-premises clients, you would either need to buy the access portal(s) (which would be hosted in the cloud)
or consider transitioning entirely to the cloud to get the access portals.

Utility Access is not compatible with Utility Billing Classic at this time.
