Refund amount on abatement shows zero

Abatements show a zero dollar refund amount despite the abatement causing a credit balance on the bill.

This is seen both in Abatement Entry when processing the abatement and in the Posted Abatement Report when reporting on the abatement.

A lingering issue that affects only abatement exemption codes with a default amount has been reported to development in MUN-463381. To work around this defect, updating a record on the Abatement Charges screen appears to force the refund amount to populate.

The refund field on the abatement is utilized in an informational manner only. This issue will not cause processing or reconciliation problems later on with regard to the bill, abatement, or refund.
