Description of Issue
Special condition codes and notes went inactive after upgrading to 2019.1 and higher.
Need to set special conditions to active status after migration to 2019.1 and up.

Cause
In 11.3 an active status was not required on special conditions and when they migrate to 2019.1 and up they come over as inactive
Resolution
Support can run a script to make the 11.3 codes active if the site has not upgraded in live and/or update the special conditions in 2019.1 and up to make them active. Fixing them in 11.3 will allow a future upgrade to migrate them correctly
