Error: Payroll Control file not available in payroll

User accessing Payroll Start and status is getting an error:

Payroll Control file not available

Database transaction logging has prevented access to the payroll control file because either the payroll final proof or employee update is currently in progress. If this error persists, please contact software support

• Payroll Processing 

User did not have a warrant Active

1. Go to Payroll Start and Status (Payroll > Payroll Processing > Payroll Start and Status)

2. Click Search

3. Enter Warrant or check number 

4. Click Accept 

5. Click Change to make the warrant Active and access payroll steps.
