User needs menu access to Payroll Audit Inquiry to use the View History function in Employee Job/Salary.

Go To User Attributes (System Administration>Security>User Attributes)
Search for the User. Click on the Role that provides payroll access. Click Edit Role.
From the Roles screen, click the Menu Security tab. Click Update.
Check the checkboxes for the menu path for Human Capital Management (or Human Resources/Payroll for version 11.3)> Payroll > Payroll Administration > Payroll Audit Inquiry.
1. Either double click each line or click the Forward button.
Click Accept.
