Salary table Audit is greyed out

Is there a way to perform an audit on changes made to the salary tables? The audit button is greyed out on my screen

• Payroll Audit Inquiry

• Go to Payroll Audit Inquiry (Payroll> Payroll Administration> Payroll Audit Inquiry )

• Search program pmgrstep 

• Hit Accept

The salary table program is pmgrstep and pmgrtabl. The pmgrstep is the detail of the tabl and the pmgrtabl is the header.
