Unable to install Silverlight Prompt- Not using Internet Explorer

Cause
Google Chrome no longer supports the Silverlight framework
Resolution
To work in programs that require Silverlight, you will need to access these programs through Internet Explorer. If a user or a site is using any other browser like Google Chrome, if you open the same program in Internet Explorer the user will not be met with the Silverlight Error.
Additional Information
The Silverlight framework is being retired by Microsoft and is currently only supported officially in Internet Explorer 11, all other major browsers have discontinued support for the Silverlight product. This framework is not used by munis after version 11.3
