Deduction restrictions prevent you from adding this Deduction

When trying to add a new deduction, getting the error message Deduction restrictions prevent you from adding this Deduction.

• Munis
• Payroll
• User Attributes

User does not have access to Update/Delete deductions

1. System Administration > Security > User Attributes
2. Search and Accept for the user
3. Locate the role that has Payroll access
4. Click Edit Role
5. Click Update 
6. Click the Category Access tab
7. Change the applicable column to Update/Delete
