Abatement stuck in Lifecycle Step 10

• Abatement has been lost in Abatement Entry

• Abatement missing in Abatement Entry

• Abatements disappearing Abatement Entry

There are a number of scenarios that present this issue. All scenarios make the Abatement partially blank, and unable to adjust/delete/bill post. Abatements appear as though they doesn't exist. 

• Property Tax Billing

• Abatement Entry (Txabtent)

• Update was selected, then abatement closed before accepting. 

• Upon creation when leaving charges tab, abatement breaks

• Clicking "delete" sometimes generates this error: program stopped at 'txabtent. 4gl', line number 8037. FORMS statement error number - 1326.  An array variable has been referenced outside of its specified dimensions

Abatement is stuck in LCS 10, but not bill posted. 

The abatement appears similarly when deleting, then going back into the batch.
