Mandatory Okta AD Agent Upgrade

Description of Issue

We recieved an email from Tyler that we need to update our Okta AD Agent before March 3rd, 2025

Context

Cause

After March 3, 2025, Okta will only allow AD agents to communicate with Okta using OIDC and DPoP. Agents on older versions without these latest security improvements (version 3.17.0 or older) will be blocked from connecting to Okta
