Print Tax Bill Statements will not select records that have a blank delivery address.
Delinquent PP Taxes without addresses are not picked up for TACS file.

When customers move without a forwarding address or stop paying for a P.O. Box, a user updates the address on a tax bill in Bill Adjustments to a blank address. This creates a new Delivery Address on the customer record that is also blank.
Development is currently researching this issue.
Suggested workarounds to consider:
Enter a dummy address when updating a tax bill's address in Bill Adjustments
Add a Special Condition to the tax owner bill/property as a pop-up alert to satisfy the need to flag the record as not having a forwarding address
