Accidently deleted application when trying to delete permit

While trying to delete a permit on an application, user accidently deleted the entire application.

Deleted applications can not be recovered and will need to be re-entered into Application Entry. 

If there were payments made toward permits on the deleted application, reverse them in the Payment Reversals program and apply them to the new permit application.
