Description of Issue
Option to delete PCardStatement attachment is grayed out when attempting to remove it from the PCard transaction

Cause
PcardStatement attachment types are unable to be deleted from the Pcard Transaction
Resolution
Delete the PcardStatement attachment from the Statement paperclip, rather than the Transaction paperclip
