Centrals Server Error - SearchServices svc exceeded timeout

Description of Issue

When loading Chart Manager or Central Programs I receive the follow error: TimeoutException: The HTTP request to 'https://munishostheader/test/munis/munishosting/Services/SearchServices.svc' has exceeded the allotted timeout
