Munis has marked this Payment Method Inactive by design moving forward in versions 2019.1 and beyond. Munis is now recommending sites use the true Payment Method that was used for each transaction. 

Munis is now recommending that sites use the actual Payment Method Tender used in each specific transaction in the applicable programs. The Munis Payment Methods program can assist on expanding Tender options and Munis recommends testing new options in a Non-Live environment to transition to using more Payment Methods in a Production Environment.

Note that payment method 9 is still used in Miscellaneous Cash Payments Import header lines, to indicate multiple tenders being used across detail lines (i.e. use payment method 9 in the header line if each detail line will have a corresponding payment method detail line (or lines) to specify different tenders/payment methods).
