Resolution
System Administration>Security>User Attributes
- Click Search
- Enter User ID
- Click Accept
- Highlight Role to grant access to
- Click Edit Role
- Click Project Accounting folder
- Click Update
- Check Apply projects to transactions by default
- Click Accept
